Look carefully at the images for "junior" size

"The vertical line is positioned about 1/3 of the way across the paper--it's as if instead of scaling the line positions to the junior paper size, they just cut down the letter paper to size. This is visible in the image, so clearly I should have looked more carefully; I just imagined both narrower "college rule" lines and a left margin that wasn't so close to the middle. So I can try ignoring the line but--why is it there? It's so awkward. On the bright side, my fountain pen ink doesn't bleed through."
